| Question: How can Star ship Braille paper as "Free Matter" via the U. S. Postal Service (USPS)?
Answer: We can ship Braille paper since it is for the "production of reading matter" for "persons who
are blind". The USPS "Domestic Mail Manual" (DMM), Section E040.2.1 and USPS Publication 347, "Mailing
Free Matter For Blind and Visually Handicapped Persons" answers this and other questions relating to shipping Free Matter.
You can access USPS Publication 347 here.
Question: How do you know the paper I buy will arrive at my destination without damage?
Answer: We worked directly with our box manufacturer to make a special reinforced box that has an
additional liner inside it. Effectively the box is triple wall. We tested our first box of paper by
shipping it from our plant in eastern Pennsylvania to a Braille producer in the Bronx, New York City,
New York. He reshipped the same box to a location in Florida, and they shipped the same box back to
the Bronx, where it was used to make a Braille paper publication.
The box traveled in and out of New York City TWICE without damage. Nothing against New York City, but
can you think of a better test?
Question: How does Star know how to make Braille paper?
Answer: We have been making business forms for the business forms industry since about 1952. The forms
we make are very similar to Braille paper. With a few modifications to our machinery we were able utilize
our equipment and manufacturing expertise to make Braille paper.
Further, we know how to buy paper wisely.
As a Star customer for Braille paper, you benefit by being able to buy high quality Braille continuous
paper at a great price, shipped in a specially-designed strong box, as free matter for the blind.
Question: Some vendors seem to have some variance in the paper from shipment to shipment in the color,
thickness, or texture of the paper. Why?
Answer: We only purchase paper for our Braille paper from one source. This ensures consistency for every
shipment, now and in the future.
Other vendors may not follow this practice and may use different paper sources.
